This error is caused by an issue with the Playstation 3 not being able to connect to your router.

To solve this error :

Ensure your internet connection is up and running.

Restart your router.

Check to see if your router settings are correct, specifically IP settings.

Try creating a new connection by accessing the Network Settings menu option on the Playstation 3.
